Begin by heating up the oil in a large, heavy-based saucepan. Fry the minced beef in batches over high heat until it changes color, ensuring it becomes crumbly. Remove it from the pan.
Sauté the onion and garlic until soft, then return the cooked meat to the pan.
Add the remaining ingredients and transfer the mixture to a casserole dish.
Coat the bread with a few spoons of buttermilk and stir it into the meat mixture.
Combine the remaining milk and eggs, seasoning the mixture to taste.
Pour the milk and egg mixture over the meat in the casserole dish.

Bake until the topping is set, at 190°C, for 25–30 minutes.
